World Bank project - Consultant(s):

In order to perform the full project, a working group will be formed to comprise qualified specialists having experience and expertise in organization of training process in the higher education institutions of the Russian Federation .

We suggest the following key personnel: (those sections in bold are the areas we are looking for this consultant(s) to contribute towards)

  • The Head of the Working Group/ Senior Project Manager (overall coordination, development of methodology, quality control, administrative, organizational and financial management);
  • Chief Expert # 1, responsible for dealing with compiling of the list of leading higher education institutions in Russia, assessing the level of sufficiency of human resources, as well as preparing proposals on improving the system of training specialists and better structuring of academic process, as per para 1.1,3.1 of the “Project” section;
  • Chief Expert # 2, responsible for dealing with preparing proposals on preliminary budget of comprehensive training system for specialists in development and/or implementation of government economic policy on financial markets, as per para 3.2 of the “Project” section;
  • Chief Expert # 3, responsible for dealing with description of the structure of government authorities responsible for the development and/or implementation of the economic policy on financial markets, assessment of potential demand of such government authorities for specialists and specification of professional requirements to such specialists, as per para 2.1, 2.2, 2.3 of the “Project” section;
  • Chief Expert # 4, responsible for dealing with identifying potential areas of international cooperation in implementing the proposals on improving the training system, as per para 3.3 of the “Project” section.

Preferably, the consultant(s) will have the following experience:

The Chief Expert # 1 should have a PhD or equivalent in Economics/Finance, at least 5 years practical experience in coordinating and management of educational activity of an institute department and developing curricula for specialties dealing with systemic analysis of economy and financial markets, as well as regulation thereof.

The Chief Expert # 2 should have a PhD or equivalent in Economics/Finance, at least 5 years practical experience in coordinating and management of educational activity and development of the curricula in the field of post-graduate training of specialists in respective areas.

The other Key Staff of the Consultants should have a PhD or equivalent in Economics/Finance or Legal Sciences, at least 5 years practical experience in teaching macroeconomics, finance and/or legal aspects of financial market regulations at a higher education institution.

Experience of work with the Russian Federation authorities, participation in projects of international financial organizations, fluent English (for Russian consultant) and fluent Russian (for foreign consultant) will be considered as significant advantage for Key Staff.

The Consultant should make available qualified and experienced additional and technical staff necessary for qualitative and duly fulfillment of Services, stipulated in the ToRs.
